Cannot find the author of the Rshp stuff means no accountability. I would suggest that is reason enough to ditch it. The whole thing is a mess.
In the perfect bureaucracy no one is responsible for anything, Kate. When things as important as this are imposed at scale it's difficult to pin anyone down. Which is why decision making on these matters should be taken much closer to (in) the home.
